Community Access & Safety

BHCP Community Global Access Framework v1.0

Our commitment to accessible, responsible, and safe behavioral-health support.

"Support shouldn't depend on what you can afford."

Our Commitment

BHCP Community was created to reduce barriers to behavioral-health education, practical support tools, and pathways to appropriate help.

We believe access means more than making information available. People must be able to reach it, understand it, use it, and identify an appropriate next step.

BHCP Community therefore considers barriers related to cost, language, literacy, technology, connectivity, geography, and system complexity.

Free & Public Access

Core BHCP Community resources are available without requiring payment, enrollment, organizational affiliation, or a BHCP professional account.

Visitors do not need to provide a name, email address, phone number, diagnosis, or behavioral-health history to use the public Community pathways.

Access first. Connection second.

Any optional future or existing connection pathway must remain separate from access to the free Community resources.

How BHCP Community Supports You

BHCP Community uses four support functions:

Recognize

Help people identify what they need or recognize when additional support may be appropriate.

Stabilize

Provide practical tools such as grounding, paced breathing, reducing stimulation, and focusing on manageable next steps.

Understand

Provide plain-language behavioral-health education without diagnosing the visitor.

Connect

Help visitors identify trusted people, appropriate professionals, community services, healthcare services, and verified resources.

Recognize → Stabilize → Understand → Connect

What BHCP Community Is Not

BHCP Community provides behavioral-health education, supportive tools, and resource navigation.

It is not:

  • •An emergency service
  • •A crisis dispatch service
  • •A crisis hotline
  • •A diagnostic service
  • •Medical treatment
  • •A substitute for licensed behavioral-health care
  • •A suicide-risk assessment service
  • •A replacement for professional judgment

BHCP Community cannot dispatch emergency assistance, monitor a visitor's physical safety, or guarantee the availability or response of an external service.

Community and Professional BHCP

BHCP Community:

Recognize → Stabilize → Understand → Connect

Free public behavioral-health education, practical supportive tools, behavioral-health literacy, youth-accessible resources, trusted-person guidance, and verified resource navigation.

Professional BHCP:

Assess → Intervene → Document → Monitor → Coordinate

Protected professional and institutional tools supporting authorized assessment, intervention, documentation, monitoring, coordination, and professional workflows.

BHCP Community does not replace Professional BHCP, and Professional BHCP is not required to access Community resources.

Youth Safety

BHCP Community includes youth-accessible support while maintaining additional safeguards for young visitors.

Youth-facing Community resources are designed to:

  • •Use understandable and age-appropriate language
  • •Encourage connection with appropriate trusted adults
  • •Avoid diagnostic labeling
  • •Avoid encouraging secrecy around dangerous situations
  • •Provide clear pathways toward human support
  • •Avoid requiring disclosure of traumatic experiences
  • •Avoid creating private therapeutic relationships between BHCP and minors

Our goal is to help a young person identify a safe person and appropriate support, not to replace that human relationship.

Language Access

BHCP Community currently provides Community content in:

  • •English
  • •Filipino
  • •Kreyòl Ayisyen / Haitian Creole
  • •Français / French

Language preference and geographic location are treated separately.

BHCP Community does not assume a person's language based on their country.

Multilingual implementation is complete for the currently supported languages. Safety-critical translations remain subject to BHCP's human language and safety review process.

Designed for Different Levels of Connectivity

Essential BHCP Community support should remain usable without requiring video, audio, high-resolution imagery, large downloads, or other bandwidth-intensive features.

Text, safety information, navigation, and core supportive tools receive priority.

The existing Use Less Data functionality must remain available.

How We Verify Resources

BHCP Community uses resource-level verification.

An entire country is never considered "verified" simply because one resource has been confirmed.

✓ Verified Resource

The specific resource has been reviewed against an authoritative government, national public-health, or other appropriate official source.

Review in Progress

A potential resource has been identified, but BHCP verification is incomplete.

Not Yet Verified

BHCP does not currently have sufficient authoritative information to publish the resource as verified.

"An honest gap is safer than an unverified resource."

Resource information can change. BHCP periodically rechecks published resources, but visitors should confirm current availability directly with the service provider.

Current Verified Resource Directory

The BHCP Community Verified Resource Directory v1.0 currently provides controlled resource navigation for:

  • •United States
  • •Philippines
  • •Dominica
  • •Haiti
  • •Other Location

Initial directory verification: September 4, 2026

Privacy by Design

BHCP Community is designed to minimize the information required for public access.

BHCP Community does not create a personal behavioral-health profile simply because a visitor explores a support pathway, educational topic, grounding tool, country, or public resource.

Public Community use should not become behavioral-health surveillance.

Our Global Access Principle

"Access is not achieved when a resource exists. Access is achieved when people can actually reach, understand, and use it."

BHCP Community is designed to be a trusted, understandable, low-barrier pathway from uncertainty toward appropriate support.

"Support shouldn't depend on what you can afford."
